I have been instructed by my superiors to provide you with all relevant data on the political situation in the Romulan Star Empire and ask that in return, you share any new information that you may collect on this assignment.
ROMULAN STAR EMPIRE: CIVILIAN/MILITARTY LEADERSHIP
REPORT BEGINS
The Praetor and Imperial Senate occupy the seat of power on Romulus, however, the situation has become much more tenuous than they would have everyone believe. The Shinzon coup dealt a serious blow to entrenched political parties and damaged the consolidation of power in the empire. Specifically, when a majority of senators were assassinated on the floor of the senate chambers it created a power vacuum and seems to have fractured the major branches of government.
At the the highest levels, a tenuous alliance has formed between the military and the “civilian” government. This alliance cost the civilian government several seats in the senate to high ranking members of the admiralty. While not unheard of for well respected members of the military to hold seats in the senate, they are usually not active duty, which has been an increasing source of tension. Given enough pressure, this alliance will crumble and the empire will fracture; likely ending with members and admirals forming regional alliances around high-ranking and respected members in the region.
Perhaps the most concerning development is related to the Tal Shiar. Whatever leash or power the old-guard had on the organization has seemingly evaporated. When the Federation offered aid, they were vociferously against accepting anything from the Federation; believing that it would poison the minds of the Romulan people and embolden political dissidents. When overruled and ignored by the senate they fell silent and have not spoken publicly since. We have no concrete intelligence to support this but we believe they are working without knowledge of the senate and planting operatives among populations centers throughout the empire. What they’re planning we cannot say but when it comes to the Tal Shair, trust nothing and expect anything.
